Defining useful goals
A useful goal is one a later decision can be checked against.
A boundary inside which a word means one thing, and outside which it is allowed to mean another.
An institution starts to lie to itself when one model is asked to be true everywhere. Customer, order, risk, case: each of these words is doing several jobs, and the teams holding them are not having the same argument.
A bounded context is the line where you stop pretending they are. Inside it, the language is strict and the model has one job. Across it, you translate. You do not win by forcing the other side to adopt your nouns.
The boundary is not a technical decoration. It is how an institution stays able to speak precisely without requiring the whole of itself to agree on a single dictionary. Draw it where the meaning actually changes. If you draw it where the org chart happens to sit, you have only renamed the confusion.
